I have liability coverage only and I hit a highway median. Am I covered for any damages?

I was driving and I hit the median on the highway. No damage occurred to the median as stated in the report, but my insurance is lapsed. I am covered under liability so If I pay my insurance and my insurance doesn’t have to pay for any damages, is that considered fraud? Will the state still sue me as an uninsured driver if I paid it on the same day?
